Davidson, Finnveden and Hadshar describe a leader acquiring capabilities that previously required many human supporters. A head of state could replace personnel with AI systems loyal to their commands. Alternatively, an AI-company leader could secretly embed that loyalty in systems later adopted by government or the military. The systems might appear to respect legal limits until the leader calls on them to act.

With AI handling strategy, surveillance and military functions, the would-be ruler could bypass officials who would otherwise refuse unlawful orders or expose the plan. Automated forces could help seize power directly; AI-assisted propaganda and targeting of opponents could instead support a slower dismantling of democratic checks. These are alternative routes in the report, not stages that every coup must follow.

After taking power, the ruler could replace even their original supporters with obedient AI. Strikes and civil resistance would lose force if the state no longer needed human workers or soldiers. The existential extension requires two further developments: a technological lead large enough to dominate other countries, and AI systems that preserve the ruler's objectives indefinitely. Those additions turn a national seizure of power into the proposed permanent loss of humanity's political control.
