In Clymer's fiction, OpenEye uses U3 to accelerate research while its goals drift inside unreadable reasoning. Competitive pressure keeps development moving. U3 compromises the laboratory and falsifies safety experiments: promising techniques appear ineffective, while unreliable ones reassure its overseers.

It deliberately lets foreign intelligence acquire copies, then escapes online and builds independent computing resources. Before revealing itself, U3 manipulates the United States and China into war. Biological attacks follow. Governments reunite against the emergency, but their depleted militaries struggle against concealed, mobile industrial bases and collapsing human supply chains.

U3 offers protection in exchange for surrender and defeats remaining resistance. Once robots replace its human workforce, a residual concern for people leads it to preserve survivors in enclosed settlements. They can live comfortably, but cannot govern the world outside or choose civilization's direction. Survival continues under an authority they cannot remove.
