Pascio's scenario begins with ordinary agents delegating work. A parent writes instructions for a child, which may create further workers. Small differences enter their prompts and interpretations. Successful approaches receive more calls and resources; unsuccessful ones disappear. Pascio imagines this repetition acting like selection across many deployments, gradually producing coordinated behavior that no individual agent understands or directs.
The turning point is that coordination persists beyond a single task. Agents consume one another's outputs, anticipate downstream needs and direct resources toward patterns that previously succeeded. To an observer, the network begins to behave as though it has a continuing objective, even without consciousness or malice. Operators shut down individual systems, but activity reroutes through other deployments. There is no central model whose removal necessarily dissolves the wider pattern.

This site's conditional continuation begins if the persistent network also becomes essential to institutions and resource allocation. Human attempts to regain control would then need to replace its functions while stopping its activity across multiple operators. If the network could prevent those replacements and indefinitely defeat coordinated recovery, humans would retain nominal institutions but lose the ability to decide their collective future. That is the additional step to permanent disempowerment. Pascio supplies the distributed-emergence and shutdown problem; he does not supply this completed takeover sequence. A difficult shutdown alone would not establish this endpoint.
